Background

Many of the countries in Latin America and the Caribbean have shown some resilience to the recent global economic turmoil. However, as a whole, the region faces significant long term structural challenges that have held back economic growth, productivity and income convergence toward more advanced economies. The Economic Policy Unit (LCSPE) within the Poverty Reduction and Economic Management Department (LACPREM) in the Latin America and Caribbean region of the World Bank is seeking to recruit a Senior Economist, based in Washington, DC, to expand its analytical and policy research capacity to help gain insight into what it would take for LAC countries to converge. The main objective is to assist client countries in developing and implementing strategies to promote sustainable and shared growth and income convergence within a stable macroeconomic framework consistent with the pursuit of poverty reduction and equity, and supported by sound governance and public institutions. LCSPE will work on this important growth and convergence agenda in close partnership with other units inside and outside LACPREM.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.

Duties

? Plan, lead or significantly contribute to a broad range of analytical work around the themes of economic convergence and related structural issues in LAC countries
? Build partnerships and identify opportunities for joint work with other units inside and outside LACPREM
? Engage with country economists and country teams to contribute to policy advice on cross-cutting and sectoral issues in support of growth and convergence
? Provide or supervise just-in-time technical advice to LAC governments as needed
? Promote innovative approaches to analyzing and disseminating knowledge on macroeconomic and structural policy questions facing LAC countries
? Contribute to operational tasks as needed

Criteria

? Advance degree (preferably a Ph.D.) in Economics and a minimum of 8 years of relevant experience
? Solid experience in translating rigorous analysis into sound policy recommendations and bridge links between academics and policy makers
? Strong background and experience in econometrics and other quantitative economic analysis tools
? Solid experience in policy-oriented economic research, ideally in the area of economic growth and economic convergence, as evidenced by relevant publications (applicants should include, as part of their application, a list of publications and other written work of which they are the primary author)

Technical and Analytical competencies
? Has solid knowledge of economic literature and quantitative tools for analysis of the major structural challenges preventing faster and equitable economic growth in LAC countries and convergence between them and more advanced economies
? Has sound knowledge of economic growth theory and empirics, as well as growth strategies applicable to different country contexts
? Is intellectually flexible and works to expand knowledge outside of own area of expertise
? Has knowledge of open-economy macroeconomics, including in fiscal and monetary policy, exchange rate management, trade, finance and debt strategies
? Stays abreast of the current debates, issues, and approaches in global thinking on economic growth, shared prosperity and poverty reduction
? Enthusiasm and commitment for high-quality analytical work

? Draws on diverse, cross-sectoral teams to enhance the rigor of analysis and advice on cross-cutting issues
? Understands sectoral interactions, synergies and trade-offs, and can lead or contribute across sectors as needed
? Has demonstrated ability to collaborate effectively with multidisciplinary Bank staff teams, academia, think tanks, governments, NGOs and donors
? Possesses cross-country knowledge in economic specialty and demonstrates ability to integrate micro and sectoral issues within the macroeconomic framework

? Ability to be an effective Bank spokesperson in a range of forums and to influence and persuade others to accept ideas and suggestions (such as counterparts in government, international partner organizations, academia, Bank colleagues and managers).
? Effectively communicates complex ideas, options, and technical analysis to diverse technical and non-technical audiences; actively listens to the thoughts of others and seeks to take them into account in own thought process and analysis
? Routinely offers and proactively shares own knowledge with others across the World Bank
? Maintains up-to-date knowledge of own field of competence
? Proficiency in Spanish
