KITTANNING ? Members of the Sons of Union Veterans of the Civil War, John T. Crawford Camp 43 will be doing their part to honor the memory of veterans who fought in the various battles of Gettysburg 150 years ago.

Richard Essenwein, state department commander and Camp 43 graves registration officer, said Camp 43 members will join with other Sons units at Gettysburg this weekend for the SUVCW's annual department encampment, a business session, and a re-dedication of the Peace Light Memorial. Various Sons groups will stay at the Eisenhower Inn and Conference Center.

?On Saturday we will be on the battlefield to rededicate the Peace Light Memorial,? Essenwein said. ?It was first dedicated by President Franklin Roosevelt 75 years ago as a memorial to all the brothers and sisters we lost in the Battle of Gettysburg, to a nation reunited, and to eternal peace. It will be a very somber and moving ceremony.?

Essenwein said that during such annual gatherings, the Sons make donations to charitable organizations in the towns in which they meet ? this year, in Gettysburg. One charity is selected by the state department's patriotic instructor and a second is selected by the ladies' auxiliary.

?Originally the charitable donations were presented at a campfire ceremony,? he said. ?But the parks department has regulations prohibiting fires on the battlefield, so the presentations will be made at the Conference Center. Camp 43 is proud and honored to play a role in this historic and solemn event.?

Launch of "Connecting People to People, Bridging Japan and the World

Today, Japan Airlines (JAL) (Headquarter: Shinagawa-ku, Tokyo/President Yoshiharu Ueki) partnered with Kopernik, a US non-profit organization (Headquarter: New York, USA/Co-founder and CEO Toshihiro Nakamura) to launch "Connecting People to People, Bridging Japan and the World", a program addressing environmental and social issues in developing countries.

Building on the new JAL Group Corporate Social Responsibility (CSR) Policy from April 2013, JAL strives to meet the expectations of society, address social issues, and pass on a better society to future generations through its core air transport business as the "Wing of Japan". The airline carries out a wide range of CSR activities in various fields, with a focus on four areas: "Bridging Japan and the World", "Safety and Security", "Nurturing the Next Generation", and "The Environment".

Kopernik is a non-profit organization making simple, life-changing technology available to people in the most remote parts of the developing world. The Smiths are the frugal family you know.

They don?t drive the new car. They drive an older one.

They don?t wear flashy new clothes. In fact, the husband seems to often be wearing the same suit. It?s a nice suit, but it?s not the latest, sharpest thing.

They?re often at community events. Sometimes they seem to have some kind of role in helping put that event on.

They seem to know lots of people in the community. In fact, you know them because they introduced themselves to you one of the first times you ever saw them and they often say hello to you.

Their house is usually an older one that?s well maintained and, if you ask them, you?d be very unsurprised to find that it?s paid for. They usually have a garden, too.

This profile immediately brings to mind a few people in my area. They?re wonderful people, each of them. They go out of their way to help others, to know them, and to make them comfortable.

Almost always, people like this turn out to be the ones with a lot of money in the bank or are well along the road to getting there.

The thing is, they?re just not flashy.

Keeping up with the Joneses means accumulating gadgets and shiny new things. Keeping up with the Smiths means focusing on accumulating net worth.

Keeping up with the Joneses means having the right associates. Keeping up with the Smiths means having lots of friends.

Keeping up with the Joneses means never having enough because there?s always more that you can get. Keeping up with the Smiths happens when you realize you already have plenty.

I used to dream of being one of the Joneses. Any more, I?d be happy to be a Smith.

EU leaders pledge to push on with banking union

BRUSSELS (Reuters) - European Union leaders confirmed on Friday they want agreement by the end of the year on a way to resolve failed banks at European rather than a national level, signaling work would go on despite elections in Germany in September.

EU finance ministers agreed on Thursday on an intermediate step towards what is known as banking union, which involves tighter oversight of Europe's banks and coordinated resolution of any problems. Thursday's agreement means investors and wealthy savers will share the costs of future bank failures.

That moves the EU closer to drawing a line under years of taxpayer-funded bailouts that have caused public outrage.

But the law only sets out common rules that national authorities in the 27-nation bloc have to follow when dealing with their own banks. It does not allow for sharing power or financial costs of closing down or rescuing banks at EU level.

It is only a stepping stone to a broader deal which would create a central EU body to deal with failing banks, including big financial institutions that operate across national borders.

The European Commission, the EU's executive arm, is to propose how to create such a central resolution body, called the Single Resolution Mechanism (SRM), in July, although some officials indicate that it could be delayed beyond that date.

There will be little progress on the SRM until after the September parliamentary elections in Germany, which wants to avoid discussions that could involve some form of financial support for institutions in other countries.

Taxpayers across much of Europe have had to pay for a series of deeply unpopular bank and government rescues since the financial crisis erupted in Greece in 2010 and spread across the bloc and even threatened the survival of the euro.

The European Union spent the equivalent of a third of its economic output on saving its banks between 2008 and 2011, using taxpayer cash but struggling to contain the crisis and - in the case of Ireland - almost bankrupting the country.

The SRM is to complement the work of the European Central Bank in the role of a single supervisor of all euro zone banks.

"The European Council... underlined the following points: a fully effective SSM (single supervisor) requires a Single Resolution Mechanism (SRM) for banks covered by the SSM, with strong resolution powers, allowing quick, effective and coherent decision-making at central level," the leaders said, using the careful legal language employed in summit declarations.

"The European Council looks forward to the Commission's proposal establishing an SRM with a view to reaching agreement in the Council by the end of the year so that it can be adopted before the end of the current parliamentary term," they said.

The European Parliament has its last plenary session in mid April 2014.

The SRM is to have access to funds that it may need to help finance the restructuring or closure of banks, if losses imposed on shareholders and bondholders or even large depositors are not enough to cover the needs.

The central fund is to be built from fees paid in annually by banks, just like the national resolution funds created under the intermediate law, but until enough money accrues over the next 10 years, it may need to resort to the euro zone bailout fund for help.

The leaders remained vague on how the fund would work.

"It should include appropriate funding arrangements, based on contributions by the financial sector itself, and an appropriate and effective backstop which should be fiscally neutral over the medium term," they said.

Iraq official says Baghdad open to US military aid

BAGHDAD (AP) ? Iraq is open to greater American military cooperation as U.S. commanders explore ways to boost security assistance to the country, a top Iraqi official said Thursday as a fresh wave of bombings claimed 16 lives.

The Chairman of the U.S. Joint Chiefs of Staff, Gen. Martin Dempsey, has recommended that military American commanders look for ways to help improve the military capabilities of Iraq and Lebanon, which both face the risk of spillover from the civil war in neighboring Syria.

Dempsey said Wednesday that the assistance would not involve sending U.S. combat troops, but could involve the U.S. sending in training teams and accelerating sales of weapons and equipment.

The last American combat troops left Iraq in December 2011, ending a nearly nine-year war that cost nearly 4,500 American and more than 100,000 Iraqi lives.

About 100 military and civilian Department of Defense personnel remain in Iraq as an arm of the American Embassy to act as liaisons with the Iraqi government and facilitate arms sales. The U.S. has similar offices in other countries.

Ali al-Moussawi, the media adviser for Iraqi prime minister Nouri al-Maliki, told The Associated Press that Baghdad would welcome increased arms sales and faster weapons deliveries along with U.S. training teams to help it confront rising regional instability and terrorist threats.

"We welcome this kind of cooperation and we consider it a part of the existing agreement between us," al-Moussawi said when asked about Dempsey's comments.

"Because of the high risks the region faces, I think there should be bigger cooperation and coordination between all countries threatened by terrorism."

Iraq is struggling to contain a resurgent al-Qaida that is one of the main drivers behind the country's worst uptick in violence in half a decade. More than 2,000 people have been killed in car bombings and other violent attacks in Iraq since the start of April.

More violence rocked Iraq late Thursday when bombs struck cafes in and around Baghdad, killing 16 and wounding dozens. The attacks struck in quick succession at the start of the local weekend while the cafes were filled with patrons watching a soccer match.

Police reported five people killed and 17 wounded in Baghdad's largely Sunni neighborhood of Azamiyah, and another three dead and 14 wounded in Shiite-dominated Umm al-Maalif, in the southwestern suburbs of the capital.

Another blast struck the Shiite town of Jbala, about 50 kilometers (35 miles) south of Baghdad, killing 8 and wounding 25.

Hospital officials confirmed the casualty toll. All officials spoke on condition of anonymity because they weren't authorized to release the information to journalists.

The upsurge in violence comes as Iraqi fighters have been traveling to fight on both sides of Syria's civil war. The Iraqi branch of al-Qaida is pushing to make itself a player in the conflict, and now calls itself the Islamic State of Iraq and the Levant to highlight its cross-border ambitions.

Iraq has acquired billions of dollars' worth of American-made military equipment, including howitzers, armored personnel carriers and Abrams tanks in recent years.

It has yet to receive the first of as many as 36 F-16 fighter jets it has ordered, and Baghdad has been pressing U.S. officials to speed delivery of the warplanes.

Also on Thursday, a spokesman for Iraq's Independent High Electoral Commission said a voting list backed by influential Sunni politicians has won the biggest single bloc of seats in provincial elections in the Sunni-dominated province of Anbar.

Safaa al-Moussawi, a spokesman for the Independent High Electoral commission, said the United list led by Iraqi Parliament Speaker Osama al-Nujaifi won 8 of 30 seats in Anbar's provincial council. A bloc backed by al-Maliki came in second with five seats.

The western province of Anbar, a former al-Qaida stronghold, has been the center of anti-government rallies protesting what Sunnis say is their second-class treatment by the Shiite-led government.

Residents in Anbar and neighboring Ninevah province voted last week in local elections that had been delayed due to security concerns.

Rescuers believe American schooner carrying 7 sank

WELLINGTON, New Zealand (AP) ? Rescue crews searching for a classic American schooner carrying seven people believe the boat sank between New Zealand and Australia, although they haven't given up hope of finding survivors.

A third day of aerial searches Friday turned up no sign of the 85-year-old wooden sailboat or its crew. Named Nina, the boat left New Zealand on May 29 bound for Australia. The last known contact with the crew was on June 4. Rescuers were alerted the boat was missing on June 14, but weren't unduly worried at first because the emergency locator beacon had not been activated.

The six Americans on board include captain David Dyche, 58, his wife, Rosemary, 60, and their son David, 17. Also aboard was their friend Evi Nemeth, 73, a man aged 28, a woman aged 18, and a British man aged 35.

The leader of Friday's search efforts, Neville Blakemore of New Zealand's Rescue Coordination Centre, said it's now logical to assume the 70-foot (21-meter) boat sank in a storm but added that it's possible some crew members survived either in the life raft that was aboard or by making land.

On the day the boat went missing, a storm hit the area with winds gusting up to 110 kilometers (68 miles) per hour and waves of up to 8 meters (26 feet).

Blakemore said the Southern Hemisphere winter months tend to produce the year's worst storms, although he added that he wouldn't normally expect a sturdy and well-maintained craft like the Nina to sink in a storm like the one in early June.

Friday's search focused on the coastline around northern New Zealand, including the small Three Kings Islands. Rescuers were looking for wreckage or the life raft.

Blakemore said plane searches earlier this week covered a wide band of ocean between New Zealand and Australia. He said searchers were considering their options for the weekend.

He said the logical conclusion is that the boat sank rapidly, preventing the crew from activating the locator beacon or using other devices aboard, including a satellite phone and a spot beacon. He said that unlike many locator beacons, the one aboard the Nina is not activated by water pressure and wouldn't start automatically if the boat sank.

Dyche is a qualified captain, and he and his family are experienced sailors. Blakemore said the family had been sailing around the world for several years and was often joined on different legs by friends and sailors they met along the way.

Susan Payne, harbor master of the St. Andrews Marina near Panama City, Florida, said the couple left Panama City in the Nina a couple of years ago and sailed to Mystic Seaport in Connecticut, where they prepared for the trip.

New Zealand meteorologist Bob McDavitt was the last person known to have been in contact with the schooner, when the boat was about 370 nautical miles west of New Zealand.

He said Nemeth called him by satellite phone on June 3 and said, "The weather's turned nasty, how do we get away from it?"

He advised them to head south and brace for the storm.

The next day he got a text message, the last known communication: "ANY UPDATE 4 NINA? ... EVI"

McDavitt said he advised the crew to stay put and ride out the storm another day. He continued sending messages the next few days, but didn't hear back. Friends of the crew got in touch with McDavitt soon after that, and then alerted authorities.

LA police: Video shows suspect in ambush shooting

LOS ANGELES (AP) ? Los Angeles Police Chief Charlie Beck released surveillance video Wednesday in hopes that the public can identify a man they says is a suspect in the shooting of two detectives.

The black-and-white video shows the man carrying what authorities believe to be the revolver used to wound two detectives who were ambushed outside the LAPD's Wilshire station early Tuesday.

Hundreds of officers sealed off 25 blocks of the busy Mid-City area for hours and detained 10 people but never found the gunman.

The manhunt was followed by an apparently unrelated shooting hours later, when two officers were shot during a probation check at a Willowbrook home. After an all-night standoff, the suspected gunman was found dead Wednesday.

The attacks happened hours apart and sent police swarming to Los Angeles neighborhoods, disrupting thousands of people. They appeared to be unrelated, police Cmdr. Andrew Smith said.

In the latest assault, authorities conducting a routine probation check were searching the Willowbrook home at about 7:30 p.m. Tuesday when a man inside shot an LAPD gang officer in the face and grazed the leg of a probation officer, Smith said.

The officer underwent surgery and was recovering in hospital intensive care, Smith said.

At least five officers exchanged shots with the gunman, and police sealed off the unincorporated county area about 10 miles south of downtown.

Neighboring homes were evacuated while officers tried to contact the gunman without success.

Police fired tear gas into the home and used a robot to examine it before a SWAT team finally entered and found a man dead in the attic shortly before 9 a.m. Wednesday, Smith said.

The man, whose identity wasn't immediately released, had several gunshot wounds, but it was unclear whether he died from police bullets or killed himself, Smith said. It also was unclear how long he'd been dead.

Spinning up antibacterial silver on glass

The antibacterial effects of silver are well established. Now, researchers at Yonsei University in Seoul, Republic of Korea, have developed a technique to coat glass with a layer of silver ions that can prevent growth of pathogenic bacteria including Escherichia coli, Salmonella typhimurium and Campylobacter jejuni. The technology could be used to protect medical equipment and be particularly useful for applications in disaster recovery and the military environment.

Materials scientist Se-Young Choi and colleagues Cheol-Young Kim, Yu-Ri Choi and Kwang-Mahn Kim, explain in the International Journal of Nanotechnology how silver has been known to be an antibacterial substance since the middle of the nineteenth century. It has found applications in bactericidal formulations for medical instruments and even odor-destroying socks

A big advantage of the use of this substance rather than organic agents against bacteria is that bacteria are yet to evolve resistance to it whereas genetic mutations that lead to proteins that can assimilate and degrade organic compounds frequently arise. As such, silver solutions have been used widely as disinfectants, in water purification in and in dentistry. Scientists have demonstrated that silver ions can latch on to sulfur-containing thiol groups in bacterial biomolecules disrupting their activity and thereby killing the microbes. Finding a way to add a permanent silver ion coating to glass would expand the antibacterial repertoire much further allowing a wider range of medical instruments, drinking vessels and other equipment to be kept sanitary regardless of working conditions.

The Seoul team has now developed a way to "spin" coat glass with silver present in a so-called sol-gel, a type of gelatinous solution within which are dispersed dissolved silver ions present as their nitrate salt. Spinning takes place at 200 Celsius with a rotation rate of 2000 revolutions per minute. They used atomic force microscopy to demonstrate how a substantial coating could be formed on glass and then successfully tested its activity against various food-poisoning bacteria. The resulting coated glass is more than 90 percent as transparent as uncoated glass bending strength tests show it to be slightly toughened by the presence of the silver coating.

"There are lots of bacteria that can cause serious food poisoning in the military equipment and environments," Choi explains. "So, the antimicrobial activity of the silver ion containing film showed its potential for use as a coating for medical devices and military equipment." The team suggests that the same approach could be used to spin coat other smooth materials.

Reports: Retired general target of leaks probe

WASHINGTON (AP) ? A former vice chairman of the Joint Chiefs of Staff is under investigation for allegedly leaking classified information about a covert cyberattack on Iran's nuclear facilities, according to media reports.

Retired Marine Gen. James "Hoss" Cartwright has been told he is a target of the probe, NBC News and The Washington Post reported Thursday. A "target" is a person whom a prosecutor or grand jury has substantial evidence linking them to a crime and who is likely to be charged.

The Justice Department referred questions to the U.S. attorney's office in Baltimore, where a spokeswoman, Marcia Murphy, declined to comment.

The investigation of the leak about the Iran cyberattack is one of a number of national security leak investigations that have been started by the Obama administration, including ones involving The Associated Press and Fox News.

In June 2012, the New York Times reported that Cartwright was a crucial player in the cyber operation called Olympic Games, started under President George W. Bush.

Bush reportedly advised President Barack Obama to preserve Olympic Games.

According to the Times, Obama ordered the cyberattacks sped up, and in 2010 an attack using a computer virus called Stuxnet temporarily disabled 1,000 centrifuges that the Iranians were using to enrich uranium.

Congressional leaders demanded a criminal probe into who leaked the information, and Obama said he had zero tolerance for such leaks. Republicans said senior administration officials had leaked the details to bolster the president's national security credentials during the 2012 campaign.

The Times said Cartwright was one of the crucial players who had to break the news to Obama and Vice President Joe Biden that Stuxnet at one point had escaped onto the Internet.

An element of the program accidentally became public in the summer of 2010 because of a programming error that allowed it to escape Iran's Natanz plant and sent it out on the Internet, the Times reported. After the worm escaped onto the Internet, top administration officials met to consider whether the program had been fatally compromised.

Obama asked if the program should continue, and after hearing the advice of top advisers, decided to proceed.

Cartwright, a four-star general, was cleared in February 2011 of misconduct involving a young aide. An anonymous accuser had claimed Cartwright acted inappropriately during a 2009 overseas trip on which the aide traveled as a military assistant. Several sources confirmed that the former aide was a young woman.

The Pentagon inspector general quickly cleared Cartwright of the most serious allegations, which involved claims that he may have had an improper physical relationship with the woman. The report did find that Cartwright mishandled an incident in which the aide, drunk and visibly upset, visited his Tbilisi, Georgia, hotel room alone and either passed out or fell asleep on a bench at the foot of his bed. Cartwright denied any impropriety and was later cleared of all wrongdoing.

Cartwright, once considered the leading candidate to become Joint Chiefs of Staff chairman, resigned from the military in August 2011.

NBC said Cartwright did not respond to request for comment and that his attorney, former Obama White House counsel Greg Craig, said he had no comment.
