It's kind of impossible to know really unless you're hiding absolute evidence for one or the other. Historically most people agree that spirits and deities came into being as an explanation for natural phenomenon and eventually evolved with society to reflect the people. Whether this happened as just a natural process of people's imaginations or if gods come about, change, die out and everything else religions have done throughout the ages, is completely up to speculation.
A deity could have spoken to one, some, or all of the people claiming to be prophets and set in motion their religious ideals, or they could have made it up for practical reasons or as their interpretation of the world.
